It is obvious that Mills is a conservative in the light of Edmund Burke, the original conservative. He does not want radical change or hope but government to perform at the best possible level it can occur. 

Lost in the post election debate of Question 1, is the fact that Mills wanted the people to have the say. Baldacci, Damon et. al did not see it this way.</description>
